What is the Indian Carbon Market?

Established under the Energy Conservation (Amendment) Act, 2022, the ICM provides a unified platform for trading carbon credits through two distinct mechanisms managed by the Bureau of Energy Efficiency (BEE).

1. Compliance Mechanism

Obligated entities (Aluminum, Cement, Chlor-Alkali, Pulp & Paper) must meet specific GHG Emission Intensity Targets for FY 2025-26 & 2026-27.

  • Mandatory for high-emission industries.
  • Shortfall requires purchasing carbon credits.
  • Verified by ACV Agencies.

2. Offset Mechanism

Non-obligated entities can register carbon projects (Renewable Energy, Agroforestry, EVs) to generate and sell carbon credits.

  • Open to all sectors & technologies.
  • Projects validated by ACV Agencies.
  • Generates 1 Credit per 1 tCO₂e reduced.

Understanding CCTS Framework

1. Development

Entity develops a project (e.g., Solar Farm) aligned with CCTS methodologies.

2. Validation

ACV Agency assesses the project design document against standards.

3. Registration

BEE/NSC-ICM registers the project. It is now active in the ICM database.

4. Monitoring

Entity monitors emissions reductions periodically for verification.

Surplus Generation

Obligated entity performs below target, or offset project yields reductions.

BEE Issuance

Bureau of Energy Efficiency issues digital Carbon Credit Certificates based on verified data.

Banking or Trading

Credits can be traded, sold, or banked for future compliance cycles.

1 Credit = 1 tCO₂e

One Carbon Credit Certificate represents the avoidance or removal of one metric tonne of Carbon Dioxide Equivalent.

ACV Agency analyzes the entity's GHG inventory and monitoring plan.

2. On-site Verification

Team leads inspect facilities and validate data trails on the ground.

3. Independent Review

An independent reviewer validates the report before issuance.

BEE Accreditation

Become an ACV Agency

Accredited Carbon Verification (ACV) agencies ensure the integrity of the ICM. They validate offset projects and verify compliance reports.

  • Must meet ISO 14065:2020 standards.
  • Min turnover ₹50L (or ₹20L net worth for new firms).
  • Requires Team Lead, 2 Verifiers, & Sector Experts.
  • 5-year validity, subject to performance monitoring.
